RiverGreen Technology Park


ESS was the lead permitting consultant and civil/site engineer for the RiverGreen Technology Park. Located on a 40-acre brownfield site adjacent to the Malden River, the property was previously operated by General Electric as an aircraft engine manufacturing facility. The 500,000 square foot business park offers research and development, light manufacturing and assembly, and office space with public access features.


ESS began its work on RiverGreen with the development of conceptual site redevelopment plans. The concept site planning effort drew upon the ESS Team’s comprehensive skills, including civil engineering, environmental assessment and remediation, permitting and regulatory strategy development, renewable energy development, and redevelopment of contaminated properties.

The RiverGreen property was cleaned up and capped by the former owner to industrial use standards and is subject to an Activity and Use Limitation under the Massachusetts Contingency Plan (MCP). To provide flexibility for redevelopment, ESS worked with the Project Team to subdivide the property into five parcels. This subdivision will allow construction, as well as any subsequent clean up, closure, and compliance that may be required under the MCP, to proceed on coordinated yet independent tracks for each of the parcels.

Technical Studies

ESS completed a series of technical studies to secure regulatory approvals for the site, and conducted environmental assessments to support the development of remedial strategies for maintaining compliance with the Massachusetts Contingency Plan (MCP) and federal regulations. ESS worked with RiverGreen to develop cost estimates for remediation and prepared detailed remediation plans to secure the necessary state and federal approvals.

Engineering & Design

One of the significant design challenges for RiverGreen was stormwater management. The presence of contaminated soils throughout the site limited stormwater infiltration. To address this challenge, ESS engineers incorporated Low Impact Development (LID) stormwater management features into the site design. Grassed channels, subsurface gravel wetlands, bioretention areas, and wet basins will provide stormwater treatment through natural filtration. Most of the stormwater management features will be lined to prevent stormwater runoff from infiltrating into the ground and discharges will be directed to the river after pre-treatment.

Permitting & Compliance

ESS worked with the RiverGreen Project team to develop a coordinated regulatory strategy that allowed the project to secure key local, state, and federal permits for RiverGreen within six to eight months from the date of initial application filings. These included a certificate from the Massachusetts Environmental Policy Act office, a positive public benefits determination, a Greenhouse Gas Protocol approval, a state waterways license, an Order of Conditions from the Everett Conservation Commission, and a definitive subdivision approval from the Everett Planning Board.

Inspection & Monitoring

ESS assisted RiverGreen with construction by coordinating an extensive geotechnical investigation to assess appropriate building foundation systems and developing utility installation plans. ESS will be available to provide on-site environmental monitoring and inspection during implementation of the remedial action plan.

Outcome & Benefits

During operation, stormwater management features at RiverGreen will implement a series of Best Management Practices (BMPs). These will include street sweeping, cleaning of deep sump catch basins, and maintenance of the landscaped bioretention features. ESS will work with RiverGreen to develop Stormwater Pollution Prevention Plans (SWPPPs) and long-term operation and maintenance plans for the five site parcels, each of which will have its own independent stormwater management system to allow for flexible build-out of the property.
