ESS Group Inc. prepared Storm Water Management Plans (SWMP) for multiple Rhode Island locations. These SWMPs comply with the Rhode Island Department of Environmental Management (RIDEM) Rhode Island Pollutant Discharge Elimination System (RIPDES) regulations required by the Environmental Protection Agency (EPA) under the Clean Water Act.
For each site, the following was addressed:
- Public Education and Outreach
- Public Participation/Involvement
- Illicit Discharge Detection and Elimination
- Construction Site Runoff Control
- Post-Construction Runoff Control
- Pollution Prevention/Good Housekeeping for Municipal Operations
ESS reviewed existing programs, plans, and other resources that already meet the requirements of the Phase II regulations in order to identify outstanding information needed to fulfill the six minimum control measures required by the SWMP. Meetings with Storm Water Steering Committees and site visits to areas of concern identified specific conditions addressed in the plans by proposing appropriate Best Management Practices and storm water controls.
In some cases, ESS proposed several non-structural storm water controls to address needs, including drafting Amendments to the Zoning Ordinances, the Subdivision Regulations, and the City/Town Codes. ESS also proposed ordinances to address flooding and erosion problems. An Interactive ArcView storm water structures database using Geographic Information System and data contained in storm drain datasheets provided by the Department of Public Works was created for the Town of Portsmouth.
