The New York Regional Interconnection Project was originally proposed as a 360-mile, 400 kilovolt (kV) direct current (DC) transmission line from upper New York State to New York City. The project was proposed to begin just north of Utica in Marcy and utilize existing railroad rights-of-way in New York, Pennsylvania, and New Jersey to a southern terminus in New York City. The route proposed maximizing the use of existing railroad rights-of-way and traversed some scenic areas such as the Upper Delaware Scenic and Recreational River.
In the planning stage of the project, ESS Group, Inc. completed a “Phase I Assessment of Environmental Areas and Issues of Concern Study” and several alternative routing
critical flaw evaluations. As a result, a revised route and southern terminus in Orange County New York were identified that helped shorten the route and avoid some high population or other potentially sensitive areas. The proposed route as presented in the Article VII application is entirely in New York State and is 190 miles in length. A 260 mile alternative route to the southern terminus was also evaluated.
ESS and the Project Team have prepared comprehensive environmental, land use, cultural resource, visual, and routing studies to characterize existing conditions and identify potential impacts and has filed an application for a Certificate of Environmental Compatibility and Public Need with the New York Public Service Commission pursuant to Article VII of the Public Service Law for a 190 mile, 400 kVDC line and associated converter stations.
When complete, the project will have the potential to move 1,200 MW of power from northern New York, Ontario, or Quebec to New York City.
