ESS Group, Inc. is providing The Church of Jesus Christ of Latter-Day Saints (LDS) with civil engineering design, permitting and environmental management services to support construction of the Cambridge 1,2 Ward and Cambridge, Massachusetts Stake to be located on a portion of the 50 Rogers Street property in Cambridge, Massachusetts.
In order to obtain the required permits and prepare construction documents, ESS evaluated the Massachusetts Environmental Policy Act (MEPA), National Pollutant Discharge Elimination System (NPDES), and Massachusetts Water Resources Authority (MWRA) dewatering discharge requirements for the Site to assess whether an Environmental Notification Form (ENF), NPDES, or MWRA construction discharge permit and/or Storm Water Pollution Prevention Plan (SWPPP) were needed for this project. An ENF was not required. ESS obtained an MWRA Construction Site Dewatering Discharge Permit and designed the site storm water control plan which includes roof-top storage and on-site subsurface infiltration of storm water.
ESS also assisted with the permitting and design process, specifically for stormwater management, utility connections, landscaping, and site grading and surfaces. Additionally, the ESS team worked in conjunction with the Project architect to prepare Landscape Architecture plans and supported development of the final foundation design.
Based on the proposed building plans and the limited area available for on-site management or characterization of soils after excavation, ESS prepared and implemented an extensive Soil Precharacterization Program to support live loading of excavated material. This information was used to support the preparation of a Soil Management Plan for the Project.
As a result of conditions encountered during the Soil Pre-characterization Program, ESS prepared and submitted to the Massachusetts Department of Environmental Protection Phase I through Phase IV MCP documents and coordinated the removal of an underground storage tank (UST) and stabilization of lead-impacted soils to facilitate the cost-effective management of these materials.
ESS also provided Construction-phase Services that included review of contractor submittals, preparation of environmental health and safety documents, on-site monitoring during excavation and soil management activities and general contractor oversight services.
