ESS Welcomes Jim Riordan, Senior Stormwater Professional

PH1 9716February 13, 2014 – East Providence, Rhode IslandESS is pleased to welcome Jim Riordan, AICP, LEED AP as a Senior Stormwater Professional to our Water & Coastal Engineering business unit. Jim, who will be based in our East Providence office, is a stormwater specialist with 20 years of experience in environmental planning and management.  At ESS, he will be responsible for growing our service offerings and client base in the stormwater market.

Jim’s technical background and experience is in the environmental and stormwater management business sector, specifically in supervising development and implementation of water quality projects throughout New England. Jim specializes in Municipal Separate Storm Sewer Systems (MS4) permitting and compliance and has executed plans for over 30 communities and state agencies. He has led the development of watershed planning projects to address over 20 Total Maximum Daily Loads (TMDLs) for a variety of impairments, assisted four public agencies in updating stormwater design manuals and policy with green infrastructure standards, and also mapped stormwater systems and conducted dry-weather sampling in 10 communities. In addition, Jim has assisted seven Rhode Island municipalities in developing feasibility studies (as known as “DIMS” studies) for implementation of stormwater utilities. Jim also developed a statewide stormwater utility feasibility study for the State of Connecticut, which allowed statewide enabling legislation to be advanced.

Jim most recently worked for Fuss & O’Neill Engineering Consultants, Inc. where he served as Senior Project Manager leading business development and managing municipal stormwater projects around southern New England.

Jim graduated from New York University with a MUP in Environmental Management & Planning and holds a BA in Psychology from the University of Lowell. Jim is a LEED AP accredited professional. He is also the current vice president of the Rhode Island Chapter of the American Planning Association.
