ESS Contributes to Draft Northeast Regional Ocean Plan

November 5, 2014 – Waltham, Massachusetts – The Northeast Regional Planning Body, supported by ESS Group, Inc. and team partners SeaPlan, Coastal Vision, Anderson & Kreiger, and the Roger Williams University School of Law, has released a draft of the Northeast Regional Ocean Plan: Options for Effective Decision Making. ESS provided insight from its experience in permitting offshore renewable energy and submarine electric transmission projects, with particular emphasis on resource data availability and enhancing the coordination necessary for successful agency consultations during the NEPA review process.

In an effort to advance regional marine planning goals, the report focuses on improving the effectiveness of regulatory decision making processes. By coordinating with state, federal, and tribal agencies and professionals from the marine industry and public interest groups, the project team was able to identify planning options to achieve three main goals:

  • Enhance inter-agency coordination
  • Increase use of data and information in the regional ocean plan
  • Increase effectiveness of agency decision-making

The Regional Planning Body is responsible for developing an ocean plan, in accordance with the National Ocean Policy, that helps to preserve healthy ocean ecosystems, improve regulatory processes, and ensure future recreational and commercial use of regional waterways.
